Deira is the cheap side of Dubai to stay in and it is not the cheap side to book in. The median hour here runs well above the city figure, above both Business Bay and Marina, which is the opposite of what the neighbourhood suggests. The rates on the cards are where that shows.

Deira sits on the north bank of Dubai Creek and is the oldest commercial part of the city: the gold and spice souks, the abra crossings, hotel rooms at a fraction of a Marina rate. Everything about the area says it should be the budget entry to this catalogue. The rate tables say otherwise.
Only three districts in Dubai price above it, and two of those are the Palm and Downtown. Business Bay, with nearly three times as many names, runs considerably cheaper.
The distribution explains part of it. This is a split list rather than a mid-priced one: a real cheap group at the bottom, a real expensive group at the top, and almost nobody between. If you are booking in Deira on a budget those names exist. The median simply is not where they are.
The composition does not repeat anywhere else in the city, and more than half the group is marked independent. Deira to Marina at nine in the evening is not a short trip, and that is what the outcall surcharge on these profiles is priced for.
